Dr. Chan is a licensed forensic psychologist in California who is fluent in English and Chinese. He brings extensive experience from years of clinical training in juvenile and adult correctional settings, where he has evaluated and treated individuals involved in a wide range of offenses – from non-violent offenses, to more serious offenses such as capital murder and sexual offenses. His doctoral training culminated in the completion of an APA-accredited internship at San Quentin State Prison.
With years of clinical experience across all correctional custodial levels, Dr. Chan has provided treatment to individuals with complex psychiatric and characterological presentations. Over the years, he has conducted countless forensic evaluations. His expertise is often relied upon in criminal cases in addressing matters related to competency, insanity, mental health diversion, and sexual offenses such as rape, child sexual offenses, and child pornography. He also regularly provides forensic psychological services in civil and administrative matters such as tort claims and professional licensing board complaints.
Dr. Chan serves as a court-appointed forensic expert in jurisdictions throughout California. He is also privately retained by parties involved in criminal, civil, and administrative proceedings. He regularly provides expert witness testimony, and has testified in high-profile criminal trials. Additionally, Dr. Chan is a forensic psychologist for Board of Parole Hearings where he conducts risk assessments of individuals seeking parole.
Dr. Chan is also certified by the California Commission on Peace Officer Standards and Training (POST) to conduct pre-employment psychological evaluations for public safety personnel.
